Dr. Ikedi Ohakim: The Legacy Of Visionary Leadership In Imo State (2007–2011)

Dr. Sir Ikedi Ohakim, former Governor of Imo State, is remembered as a visionary leader whose tenure (2007–2011) redefined governance through bold reforms, people-centered programs, and sustainable development. His administration touched every sector, laying strong foundations for Imo’s future.

1. Infrastructure and Urban Renewal

Ohakim’s government embarked on massive road construction across Owerri, Orlu, Okigwe, and all 27 LGAs, linking rural areas to urban centers. Within Owerri metropolis, key roads were expanded and dualized, easing traffic and opening the capital for business.
He also established the Imo Rural Roads Maintenance Agency (IRROMA) to ensure roads were constantly maintained. Urban renewal projects, including drainage systems, street lighting, and beautification, modernized Owerri and other towns.

2. Clean and Green Revolution

One of his most celebrated initiatives was the Clean and Green Program, which transformed Owerri into one of Nigeria’s cleanest cities. The program introduced systematic waste disposal, urban landscaping, and a culture of environmental responsibility. Imo State won national recognition and awards for excellence in environmental management.

3. Education and Human Capital Development

Education was central to his agenda. Ohakim introduced Free Education up to secondary school level, reducing dropout rates and easing the burden on families. He supplied books, uniforms, and materials to schools, renovated classrooms, and equipped libraries and laboratories.
Tertiary institutions like Imo State University, Alvan Ikoku College of Education, and Imo Polytechnic benefited from strengthened academic support and improved facilities.

4. Health Care Delivery

Hospitals and Primary Health Centres across the 27 LGAs were renovated and equipped.4 Maternal and child health services expanded, reducing infant and maternal mortality. Mobile health programs extended services to rural areas, while partnerships with private and international agencies boosted facilities and access to care.

5. Economic Growth, Investment & Agriculture

Ohakim revitalized Adapalm (Imo Palm Plantation), creating jobs and revenue. His administration promoted Public-Private Partnerships (PPP), attracting investments into housing, hospitality, and infrastructure. Farmers and artisans benefited from microcredit schemes, agricultural support programs, and cooperatives that boosted food security and small businesses.

6. Governance Reforms & Revenue Growth

He reorganized the civil service, modernized revenue collection, and significantly grew the state’s Internally Generated Revenue (IGR). Local governments were strengthened to deliver grassroots development, while new agencies were established to focus on environment, infrastructure, and youth empowerment.

7. Youth Empowerment & Women Inclusion

Skill acquisition and vocational training centers were launched to prepare youths for self-employment. School sports and talent development programs were revived. Women received empowerment funds, training opportunities, and inclusion in governance, strengthening their role in leadership and enterprise.

8. Housing & Urban Development

Affordable housing schemes were introduced in Owerri and satellite towns. Market modernization and relocation plans reduced congestion and improved urban planning. New layouts and estates were established to accommodate Owerri’s rapid population growth.

9. Legacy and Impact

Dr. Ikedi Ohakim’s tenure is remembered for:

  • The Clean and Green Revolution, which gave Owerri national and global recognition.
  • Free Education, which empowered a new generation of Imo youths.
  • Revived industries and agriculture, particularly Adapalm.
  • Massive infrastructural development, opening both rural and urban areas.
  • Youth and women empowerment, giving people tools for independence and leadership.

His governance style blended vision with practical policies that placed the people at the center of development. Today, many Imolites still recall his tenure as a period of bold reforms, environmental transformation, and people-friendly leadership.
